leave’ on Thursday in the hope of ensuring citizen’s safety when there is a serious and imminent risk.

It was trialled in areas affected by the catastrophic DANA weather event at the end of October and will now be rolled out nationwide.

The law on paid leave protects the rights of workers not to go to work in the event of catastrophes or climate-related weather alerts that could put them in danger.

Climate leave, inspired by similar legislation in Canada, will be based on alerts about climate or meteorological disasters from authorities.

The new measures are expected to come into force on Friday 29 November, when the regulation, with the status of law, will be published in the Official State Gazette (BOE). It will have to be validated within a month in the Congress of Deputies.

Unprecedented flash flooding in the Valencia region killed more than 200 people this autumn and left many more without access to essentials like clean running water and food. of thousands of people clogged the streets of downtown Barcelona on Saturday to protest the rising cost of renting an apartment in the popular tourist destination.

The protesters blocked traffic on main avenues in the city centre, holding up signs in reading “Fewer apartments for investing and more homes for living" and “The people without homes uphold their rights.” They are demanding a 50% drop in rents and are calling for a strike if the housing situation does not improve.

The protest's organisers claimed that over 126,000 took part, while local police put their estimate at around 22,000.

The high cost of housing has become a major issue in Spain, much like the housing crunch being experienced across many other parts of the world. The average rent in the country has doubled in the last 10 years - the price per square metre has gone from €7.2 in 2014 to €13 this year, according to online real estate website Idealista. The skyrocketing rent is even more severe in major cities like Barcelona and Madrid, while incomes, particularly for younger people, have lagged well behind.

One protester said he is “frustrated and scared” after being told by the owners of the apartment he had been renting for the past 15 years in Barcelona’s city centre that he must move out. He believes that they plan to renovate the apartment and boost its price. Despite earning a "decent salary", he feels he "may be forced to leave town".

Spain's numbers paint a grim picture

A Bank of Spain report says that nearly 40% of Spaniards who rent spend an average of 40% of their income on rents and utilities, much higher to the European Union average of 27%.

Ignasi Martí, a professor for Esade business school and head of its Dignified Housing Observatory stressed that “We are talking about a housing emergency. It means people having many difficulties both in accessing and staying in their homes.”

A major factor driving rental prices upwards has been short-term renters, including tourits. Generally, migrants to Spain are disproportionately hit by the high rents due to them not having enough savings.

Spain is at the lower end of OECD countries, with under 2% of all housing available being public housing for rent (the OECD average is 7%). France is at 14%, Britain 16% and the Netherlands 34%.

Protesters threaten a 'rent strike;

Carme Arcarazo, a spokesperson for Barcelona’s Tenants Union which helped organise the protest, said that renters should go on a “rent strike” and stop paying their monthly rents in a mass protest movement.

“I think we the tenants have understood that this depends on us. That we can’t keep asking and making demands to the authorities and waiting for an answer. We must take the reins of the situation,” Arcarazo said. “So, if they (the owners) won’t lower the rent, then we will force them to do it."

The rising discontent over housing is putting pressure on Spain’s governing Socialist party, which leads a coalition on the national level and is in charge of Catalonia’s regional government and Barcelona’s city hall.

Spanish Prime Minister Pedro Sánchez held a “housing summit” including government officials and real estate developers last month. But the Barcelona’s Tenants Union boycotted the event, saying it was like calling a summit for curing cancer and inviting tobacco companies to participate.

The government's most significant measure has been a rent cap mechanism that the central government has offered to regional authorities based on a price index established by the housing ministry. Rent controls can be applied to areas deemed to be “highly stressed” by high rental prices. Catalonia was the first region to apply those caps, which are in place in downtown Barcelona.

Tourists visiting Barcelona, as well as other parts of Spain, are receiving much of the blame. In response, authorities in Barcelona have promised to completely eliminate the city's 10,000 "tourist apartments" or dwelling with permits for short-term rents, by 2028.

The Barcelona protest came a month after tens of thousands rallied against high rents in Madrid.

Tens of thousands of people clogged the streets of downtown Barcelona on Saturday to protest the rising cost of renting an apartment in the popular tourist destination.

The high cost of housing has become a major issue in Spain, much like the housing crunch being experienced across many other parts of the world. massive car graveyard in Catarroja in Spain's eastern Valencia region provides a stark reminder of the scale of October’s devastating flooding.

There are many such makeshift graveyards across Valencia for wrecked cars to be stored, waiting to be taken away and scrapped.

In some parts of the region, sports fields were pressed into service to store the mud-caked vehicles to keep roads clear for emergency vehicles.

"80% of these cars can't be restored. But whether they are saved or not, we wanted to see it," said one man, curious to see wrecks.

But while many of these vehicles will never be roadworthy again, what's left of them still poses a risk.

"The danger is that a battery will burst and catch fire with the fuel that is still in the cars," said another man.

The catastrophic flooding, which mostly affected eastern Spain, began on October 29 when torrential rain battered parts of Valencia, with some areas receiving a year's worth of rain in just eight hours.

At least 224 people have been confirmed dead with seven still reported missing.

Over half of the people who died in Valencia were aged 70 or over, figures from a data centre set up by the police following the disaster showed.

The regional government's response to the disaster sparked widespread anger across the province, with tens of thousands of people staging a protest in mid-November, accusing regional authorities of sending out public alerts warning about the dangers of the flooding too slowly.

Some protesters also demanded the resignation of regional president Carlos Mazón, who they accused of refusing to take responsibility for the crisis after he initially pointed the finger at Spain’s socialist government headed by prime minister Pedro Sánchez.

After that protest, the region's vice-president, Susana Camarero, said no one would be stepping down as Spain clears up from its worst natural disaster in decades, saying to do so would be a betrayal of the victims.

"Given the magnitude of the catastrophe and the damages inflicted on towns and on people, given that magnitude and all the damages caused, we cannot abandon the victims," she said.

Spain's central government insists the disaster response fell entirely to Mazón and not Madrid as it had been graded a level two emergency and therefore the relief effort was the responsibility of regional authorities.

That wasn’t the first angry protest in the region. On 3 November, Spain's royals, Prime Minister Sánchez and a number of regional leaders had mud thrown at them by angry crowds when they visited the municipality of Paiporta.

The full extent of the damage in the region is unknown, but Spain's Consortium for Insurance Compensation, a public-private entity that pays insurance claims for extreme risks like floods, estimates that it will pay out at least €3.5 billion in compensation.

A massive car graveyard in Catarroja in Spain's eastern Valencia region provides a stark reminder of the scale of October’s devastating flooding.

There are many such makeshift graveyards across Valencia for wrecked cars to be stored, waiting to be taken away and scrapped.

In some parts of the region, sports fields were pressed into service to store the mud-caked vehicles to keep roads clear for emergency vehicles.

<img class="widgetImage__image" loading="lazy" src=https://www.euronews.com/"https:////static.euronews.com//articles//stories//08//86//94//28//808x454_cmsv2_199668af-7380-596f-babc-d96d465b9a4c-8869428.jpg/" alt="Cars piled up in a makeshift graveyard in Spain's eastern region of Valencia, 22 November, 2024" srcset="https://static.euronews.com/articles/stories/08/86/94/28/384x216_cmsv2_199668af-7380-596f-babc-d96d465b9a4c-8869428.jpg 384w, https://static.euronews.com/articles/stories/08/86/94/28/640x360_cmsv2_199668af-7380-596f-babc-d96d465b9a4c-8869428.jpg 640w, https://static.euronews.com/articles/stories/08/86/94/28/750x422_cmsv2_199668af-7380-596f-babc-d96d465b9a4c-8869428.jpg 750w, https://static.euronews.com/articles/stories/08/86/94/28/828x466_cmsv2_199668af-7380-596f-babc-d96d465b9a4c-8869428.jpg 828w, https://static.euronews.com/articles/stories/08/86/94/28/1080x608_cmsv2_199668af-7380-596f-babc-d96d465b9a4c-8869428.jpg 1080w, https://static.euronews.com/articles/stories/08/86/94/28/1200x675_cmsv2_199668af-7380-596f-babc-d96d465b9a4c-8869428.jpg 1200w, https://static.euronews.com/articles/stories/08/86/94/28/1920x1080_cmsv2_199668af-7380-596f-babc-d96d465b9a4c-8869428.jpg 1920w" sizes="(max-width: 768px) 95vw, (max-width: 1024px) 80vw, (max-width: 1280px) 55vw, 728px"/>

Cars piled up in a makeshift graveyard in Spain's eastern region of Valencia, 22 November, 2024
Screenshot from EBU video 2024_10273112

"80% of these cars can't be restored.
